Water Training Manager Location Bryan, TX : Job Title Water Training Manager Agency Texas A&M Engineering Extension Service Department Infrastructure Training And Safety Institute Proposed Minimum Salary $7,500.00 monthly Job Location Bryan, Texas Job Type Staff The Water Training Manager is responsible for coordinating training courses for water and wastewater utility personnel and will manage other supporting projects as needed within the training program. Assists with program management of the financial status, new projects, and program initiatives. Duties will include managing schedules and logistics, observing instructional skills of staff, mentoring instructional staff, and ensuring backup Instructors are available if needed. The position reports to the Training Director. Required Qualifications:
  • Bachelor's degree from an accredited college or university, or equivalent combination of education and experience.
  • Five years of experience in the management, operation, maintenance, design, construction, or regulation of water utility systems. (Equivalent experience required is seven years with an Associate's degree and nine years with a High School Diploma or GED.)
  • Required Licenses/Certifications:
    • Must have a valid motor vehicle operator's license or ability to obtain within 30 days of employment.
    • Texas Class "B" Water license.
    • Texas Class "B" Wastewater license.
    • Completion of ICS 100, 200, 700, and 800 level courses within 90 days of hire.
    • Completion of ICS 300 and 400 level courses within 6 months of hire.
    • TCEQ Sponsor Requirements within 1 year of hire One year of experience in training adults, and 60 hours of classroom instructional experience OR Completion of approved Instructor training courses in: 1. Methods of Teaching OR Effective Instructional Techniques AND 2. Instructional Design and Evaluation OR Organizational and Use of Training Materials
    Preferred Qualifications:
    • Master's Degree from an accredited college or university.
    • Specialized degree in Engineering, Chemistry, Biology, or related field.
    • Eight years of experience in the management, operation, maintenance, design, construction, or regulation of water utility systems at a level equivalent to a W/WW Superintendent/Manager or Asst. Public Works Director.
    • Two years of experience as an Instructor in Water Utilities courses.
    • Texas Class "A" Water license, with experience in both Surface Water and Groundwater.
    • Texas Class "A" Wastewater license.
    • Three years of Project Management experience.
    Physical Requirements:
    • Ability to lift and/or move light, moderate, and/or heavy objects and/or wear personal protective gear.
    • Ability to work outdoors and in adverse weather conditions.
    • Ability to sit/stand for long periods of time.
    Knowledge, Skills, and Abilities:
    • Ability to be an effective project manager for water utility and environmental initiatives.
    • Knowledge of the operation, maintenance, laboratory control and safety of water utilities systems.
    • Ability to use computers for word processing and graphics.
    • Strong working knowledge of Excel spreadsheets.
    • Ability to provide Subject Matter Expertise in W/WW disciplines.
    • Excellent verbal and written communication, analytical, interpersonal, and organizational skills.
    • Knowledge of principles and methods for teaching and instructing individuals and groups.
    • Knowledge of basic office and online presentation software and instructional programs.
    • Knowledge of media production, communication, and dissemination techniques and methods.
    • Skilled in utilizing various learning and active listening strategies.
    • Ability to comprehend and express information and use inductive/deductive reasoning.
    • Ability to multitask and work cooperatively with others.
    • Ability to work with sensitive information and maintain confidentiality.
    • Strong interpersonal and organizational skills.

    Equipment:

    Notifications:

    • As part of TEEX's mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position's Division Director/HQ Department Head.
    • Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
    Essential Duties, Tasks, and Percentages: Training Program, Schedules, Projects, and Materials Management - 50%
    • Develops and conducts special training events or materials as assigned by the training director.
    • Manages scheduling training events for water and wastewater.
    • Manages course development, technical assistance activities, and special project work.
    • Manages the development of course outlines for new or emerging technologies.
    Classroom Instruction Monitoring - 10%
    • Travels to remote locations across the state to observe or provide classroom training as needed to ensure quality of classroom instruction. (travel may require overnight stay)
    • Ensures approved course curriculum is utilized.
    • Ensures course participants have achieved terminal course objectives.
    • Completes required monitoring documentation and report results to the training director.
    Fiscal Supervision of the Water/Wastewater Programs - 10%
    • Manages and controls expenditures for the program to ensure financial solvency for the program.
    • Ensures the program maintains an income to expense ratio of 110%.
    • Follows established guidelines for inventory control.
    • Submits and review MDRs, time to project, student records, consumables, and program related reports as required.
    Curriculum Development Management - 10%
    • Meets with customers and Curriculum Development as needed to ensure curriculum is kept current and meets the required design standards.
    • Liaises with Texas Commission on Environmental Quality (TCEQ), Operator Licensing Program for course approvals.
    • Attends association and regulatory meetings to stay current on industry issues and needs.
    • Coordinates with Curriculum Services on TCEQ course submissions until final approval letter is received by TCEQ.
    Public Works Response Team (PWRT) Support - 10%
    • Serves as a member of the PWRT.
    • Deploys within the State as a first responder for the PWRT.
    • Assists in determining needed response by the PWRT.
    • Cooperates and coordinates with other responding agencies in a deployment.
    • Participates in required PWRT training and exercises.
    Program Support - 10%
    • Ensures class documentation is completed in an accurate and timely manner in accordance with Division guidance, Agency, and contractual requirements (if applicable).
    • Assists the Training Director with customer interactions.
    • Assists in the marketing of Division programs and events to potential customers and students.
    • Ensures requests for travel and post travel claim documentation are completed in an accurate and timely manner in accordance with Division and Agency guidance.
    Additional Program/Division responsibilities:
    • Completes agency required training within the requested due dates.
    • Participates in professional development opportunities.
    • Involvement with Agency Initiatives (CoP's, committees, etc.).
    • Actively demonstrates the TEEX Values - Safety, Teamwork, Adaptability, Respect, and Stewardship.
    • Maintains a safe working and teaching environment.
    • Positively interacts with customers and others (students, staff, etc.).
    • Maintains and safeguards assigned divisional equipment and property.
    • Generates e-mails and reports as needed.

    • Maintains orderly and clean workspace.
    • Demonstrates a positive attitude and work ethic.
    • Exhibits punctuality by arriving at work and scheduled events on time.
    • Complies with TAMU/TEEX policies and procedures.
    • Perform other duties as assigned.
