POSITION SUMMARY

This position, under supervision, with some latitude for independent action, initiative, or decision, performs responsible and difficult clerical, typing, word processing and data entry tasks for the police department. This administrative work is of moderate difficulty and involves the handling of confidential and other information and material. Work is reviewed for timeliness and appropriateness of response, and adherence to established procedures and priorities. This position requires the ability to perform multiple tasks concurrently under stressful conditions, as well as maintain strict confidentiality requirements. This position works under the general supervision of a commissioned police commander.

EDUCATION AND EXPERIENCE

Required: High school diploma or equivalent. Two years of increasingly responsible related experience, including duties related to modern computer and program use, clerical and general office practices.

Preferred: Current or prior MULES/NCIC & REJIS Certification is highly desirable. Prior training and experience in record entry and maintenance, including record validations, via the MULES/NCIC and REJIS systems is highly desirable. Associates degree in an administrative or business-related field is preferred.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES

  • Considerable knowledge of basic PC use and keyboard functions
  • Working knowledge of Microsoft Office: Excel, Word, Outlook
  • Skill in maintaining detailed clerical records
  • Ability to establish and maintain effective working relationships with co-workers, agency representatives and the public
  • Ability to maintain confidentiality as required pertaining to department records, including criminal history data
  • Ability to function effectively in a stressful environment

SUPERVISION

Under the direct supervision of the Sergeant. The Police Clerk will not oversee or direct other team members.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Administration

  • Prepares varied and complex reports involving special law enforcement-related surveys and studies
  • Assists in the department purchasing procedures; prepares and processes invoices, requisitions, vouchers, and expense claims. Processes prisoner billing for departments that use the City’s holding facility. Coordinates the processing of the departmental payroll
  • Serves as the administrative liaison to the municipal court staff
  • May monitor the security of the building and physical welfare of staff and prisoners in the booking area/holding facility, via audio and visual surveillance means
  • Attends training as assigned

Clerical

  • Assists the command staff in the preparation of daily, monthly, and annual reports including uniform crime reporting and racial profiling
  • Receive and screen all visitors and telephone calls to Police Department, providing excellent customer assistance to individuals in a timely and professional manner.
  • Respond to requests for information and refer certain requests and complaints from officials and the public to appropriate staff for resolution.
  • Checks, enters, and files data and records and prepares, transmits, and receives computerized records such as evidence record keeping and prisoner booking sheets
  • Complete and submit invoices and process payments.
  • Review and distribute incoming mail.
  • Performs a variety of specialized clerical or recordkeeping duties and other tasks related to the Police Department as needed
  • Maintains and updates individual case and crime reports
  • Perform data entry and maintain databases for administrative programs and surveys.
  • Using word processing software, data entry in REJIS system, compose routine and/or type memoranda, correspondence, reports, presentations, forms, and other documents as needed.
  • Proofread and check typed and other materials for accuracy, completeness, and compliance with City standards, policies, and procedures.
  • Perform clerical duties on projects, requests, inquiries, applications, or other related items as needed

WORK ENVIRONMENT

  • Work is typically performed in an office environment, with some exposure to weather and outdoor conditions from time to time
  • Frequent contact with federal and state officials and administrators, the public, and internal contacts requiring tact and diplomacy are requirements of the job

PHYSICAL ACTIVITIES

  • Sitting, talking, listening, or walking for extended periods of time.
  • Regular mental and visual attention with normal hand-eye coordination required.
  • Occasional handling of average-weight objects with the ability to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • While performing the duties of this job, the team member is regularly required to sit and operate a personal computer for long periods of time.
  • Required to use hands and arms to operate a variety of officer machinery.
  • Ability to communicate effectively via telephone and/or in person with team members, vendors, and citizens.
