Technical Writer ROLE West 4th Strategy is seeking an experienced IT Systems Technical Writer to develop and update comprehensive documentation for IT systems management. The ideal candidate will possess significant experience in creating various IT documentation, including CONOPS, COOP plans, SLAs, system governance, and operational procedures for production IT systems. This role will predominantly be remote, with occasional onsite visits as needed (Washington, DC).

RESPONSIBILITIES - Develop and update IT systems management documentation, including CONOPS, COOP plans, SLAs, and operational procedures.
- Document and manage "rules of the road" for interactions with the agency OCIO.
- Generate and maintain documentation for handling IT system outages, upgrades, unexpected errors, and communication with software vendors.
- Produce documentation for Systems of Record Notices (SORN) in compliance with federal guidelines.
- Recommend and document IT governance processes, including Change Control Boards (CCBs), Stakeholder meetings, feedback sessions, and Investment Review Boards (IRBs).
- Create formal documentation for stakeholders, agency executives, OCIO executives, and system software vendors.
- Ensure all documentation aligns with federal standards and federal government IT best practices.
REQUIRED EDUCATION - Bachelors preferred (English Major or Related)
REQUIRED SKILLS/EXPERIENCE - Proven experience in IT systems management documentation.
- Familiarity with creating and updating CONOPS, COOP plans, SLAs, and operational procedures.
- Prior experience with Systems of Record Notices (SORN) documentation.
- Experience in recommending and documenting IT governance processes.
- Strong technical writing skills with the ability to explain complex technical concepts clearly and concisely.
- Ability to work independently and manage multiple documentation projects simultaneously.
- Current Public Trust clearance or higher is required.
DESRIED SKILLS/EXPERIENCE - Experience working with federal agencies, particularly cabinet level agencies.
- Knowledge of IT systems and software used in federal environments.
- Familiarity with the processes and standards of IT governance and documentation.
LOCATION CLEARANCE - Current Public Trust or higher required
CLIENT TRAVEL - Occasional onsite visits may be required
WORK HOURS - Monday through Friday 8:30 am – 5:00 pm
RELOCATION - Not eligible for relocation benefits.
