The Challenge
We are looking for a Senior Engineering Project Manager III to join our Project Development team to lead our State Transportation Improvement Projects (STIPs).
In this role, you will:
Manage our projects to achieve our project goals.
Organize our team to deliver projects in accordance with NCDOT Standards and Policies.
Monitor, evaluate, and report project schedules and expenditures.
Identify and manage project risks.
Facilitate meetings and design reviews.
Negotiate needed technical resources.
Conduct consultant procurement and negotiations.
Lead public and stakeholder coordination and involvement.
Promote multidisciplinary collaboration – coordinating and communicating among project team members, external stakeholders, and internal stakeholders.
Provide roadway design guidance and conceptual design reviews to final construction plans and into construction.
Provide roadway design support and guidance to other NCDOT units, including Planning, Geotechnical, Hydraulics, Erosion, Geo-Environmental, Work Zone Traffic Control, Structures, Utilities, Right of Way, Signing, Signals, Pavement Markings, Environmental, Public Involvement, and Construction.
Schedule assigned unit projects and coordinate schedules with other units, government agencies, private engineering firms, and public/private officials to ensure completion of plans according to our STIP or Division Let schedules.
What You Bring
Thorough knowledge and understanding of engineering concepts, practices, and theories used in bridge and roadway project development and construction engineering.
Experience interpreting and verbally/in writing communicating details of plans, project documents, policies, and procedures to convey information to consultants, NCDOT staff, and stakeholders.
Leadership experience making recommendations and decisions for simple to complex project development based on reviewing plans for completeness, compliance with engineering principles, standards, and design needs.
Team leadership skills leading and maintaining positive working relationships to find acceptable solutions to infrastructure project problems with environmental agencies, public officials, consultants, contractors and NCDOT staff.
Demonstrated ability to scope contract work, estimate, and negotiate with Private Engineering Firms to accomplish appropriate project designs.
Knowledge of NCDOT systems, including our online databases (EBS, SAP).
Computer proficiency in Microsoft Project, SharePoint, ProjectWise, Project Delivery Network (PDN) and MicroStation / ORD.
Knowledgeable in processes including scopes of work and labor estimates, negotiations, funding request for Right of Way, utilities, construction and landscaping, cost estimates, cost verifications, municipal agreements, project scheduling, complete streets, environmental documents, construction plan preparation, value engineering, public involvement, right of way acquisitions, utility relocations, consultant evaluations, NCDOT PDN, technical writing, and public speaking with technical and nontechnical individuals and groups.
General knowledge of NCDOT organization structure and operations to facilitate necessary contacts between numerous branches to gather required information.
Ability to safely operate a motor vehicle.
Agility to traverse uneven and difficult terrain.

Clear and timely written and verbal communications skills with internal and external customers, such as local agencies, private consulting firms, and the public.
The ability to recognize potential problem areas early in the planning or design process so risks can be resolved in a context sensitive manner.
The ability to train engineers and local staff in project requirements.
Registration as a Professional Engineer.
Education & Experience
Bachelor’s degree in Engineering, and
4+ years of relevant experience; or
An equivalent combination of training and experience.
