Section 17 - Quality and Continuous Improvement Program (QCIP) S17/2vac /BAS/01.30.24-KV There are two (2) vacancies for this posting: 50411263 50383640 About this position: The Louisiana Department of Transportation and Development (DOTD) Quality and Continuous Improvement Program (QCIP) serves multiple roles within the organization. Primarily, the program leads continuous improvement efforts, championed by DOTD Executives and Section Heads, promoting efficiencies within the Department's business practices. Additionally, QCIP performs data analysis, strategic planning, research, reporting, and special projects to support the DOTD executive team. The salary offered will be commensurate with the selected applicant's experience and credentials, up to the midpoint of the pay range ($84,989/annual). Preference will be given to candidates with an advanced degree.

Qualifications

MINIMUM QUALIFICATIONS: A baccalaureate degree plus three years of professional level experience in accounting; budgeting; contracts; economics; engineering; finance; financial auditing; grants; human resources; information technology; management analysis; operational auditing; policy planning; procurement; social services; statistical analysis; tax collections; or tax enforcement. SUBSTITUTIONS: Six years of full-time work experience in any field will substitute for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree. 30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree. 60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree. 90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree. 120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree. College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree. A master's degree in accounting, business administration, economics, engineering, finance, industrial/organizational psychology, human resources, political science, public administration, social work, statistics, computer science, management information systems (MIS), quantitative business analysis-computer science, information systems and decision sciences, or computer information systems will substitute for one year of the required experience. A Ph.D. in accounting, business administration, economics, engineering, finance, industrial/organizational psychology, human resources, political science, public administration, social work, statistics, computer science, management information systems (MIS), quantitative business analysis-computer science, information systems and decision sciences, or computer information systems will substitute for two years of the required experience. NOTE: Advanced degrees will substitute for a maximum of two years of the required experience. NOTE: Any college hours or degree must be from an accredited college or university. NOTE:

Examples of Work

Duties include, but are not limited to:
  • Lead DOTD improvement programs from inception through completion, including implementation and follow-up
  • Facilitate cross-functional teams to identify opportunities for improvement, develop action plans, and implement standard best practices
  • Capture and analyze data to drive well-reasoned solutions to DOTD problems
  • Draft memos, white papers, recommendations, procedures, and policy
  • Collection and review of peer-state and private sector best practices for adoption within the DOTD community
  • Build relationships across the agency, become a trusted partner with executives, managers, and employees, and work with DOTD stakeholders to drive a culture of continuous improvement
